Nullpointer exception on starting Ivy Engine

I am facing a problem that can not start the engine. I also have no ideas about this. Does anyone faced the same problem?

Currently I am using ivy.html.startref to get start link. But it is http. How can I get it with https?

Hello, I have tried to add a filter in web.xml in designer but it did not work. Here is my web.xml:
